Joint statement by the participants of the first Ministerial Conference of the Russia-Africa Partnership Forum

We, the Foreign Ministers of the Russian Federation and African States recognized by the United Nations, the leadership of the African Union Commission and the executive bodies of leading African integration associations, as well as their representatives, gathered on November 10, 2024 in the federal territory of Sirius in the Russian Federation to participate in the first ministerial conference of the Partnership Forum #Russia Africa.

We note with satisfaction the strategic level of Russia-Africa cooperation and positively assess the pace of implementation of the agreements reached during the first (Sochi, October 23-24, 2019) and second (St. Petersburg, July 27-28, 2023) Russia-Africa summits and enshrined in their final documents, including the Action Plan of the Russia-Africa Partnership Forum for 2023-2026 years.

We reaffirm our intention to continue strategic cooperation in order to achieve a world order that would ensure international peace and security for all, equal development opportunities for all States, and the preservation of their cultural and civilizational identity, regardless of differences in political, economic and social structures, geographical location, demographic, resource and military potentials.

We welcome the adoption by the heads of delegations participating in the first ministerial conference of the Russia-Africa Partnership Forum of joint statements:

• on measures to create a fair, transparent and equitable system of international information security;

• On strengthening cooperation in the field of combating terrorism;

• on topical issues of exploration and use of outer space for peaceful purposes.

We reaffirm the common responsibility of the Russian Federation and the African States for promoting the formation of a just and stable world order based on the principles of sovereign equality of States, non-interference in their internal affairs, respect for sovereignty, territorial integrity and the right of all peoples to self-determination, as enshrined, inter alia, in UN General Assembly Resolution 1514 (XV) of December 14 1960, as well as the need to preserve national identity, national resources, cultural and civilizational diversity and the protection of traditional values.

Cooperation in the political sphere

We consider the development of constructive partnership with the African Union and the continent's leading integration associations among the foreign policy priorities of the Russian Federation and African States.

Cooperation in the field of security

We reaffirm the importance of observing the principle of "African problems – African solutions" in conflict resolution.

Cooperation in the trade and economic sphere

We express our readiness to continue to work together in the interests of strengthening the influence and expanding the representation of the countries of the African continent in the system of global economic regulation.

Cooperation in the fields of education, health, culture, sports, youth policy and the media

We positively assess the dynamic cooperation between the Russian Federation and African States in the field of culture.

Cooperation in the field of environmental and climate protection

We advocate increasing efforts to consolidate approaches to international environmental and climate issues at specialized sites of the UN system, and to curb the politicization of activities in these areas.

The Foreign Ministers of the Russian Federation and African States recognized by the United Nations, the leadership of the African Union Commission and executive bodies, leading African integration associations, as well as their representatives participating in the first ministerial conference of the Russia–Africa Partnership Forum express their commitment to further joint work in order to deepen cooperation and ensure the successful holding of the third Russia-Africa Summit in 2026.
